An act to establish an authority to carry out the development activities in the plantation settlements has become a reality…

In order to fulfill a long standing demand of the civil society organizations in the plantation sector, the newly formed Ministry of Hill Country New Villages, Infrastructure and Community Development submitted a proposal to the government to establish an authority to implement the National Plan of Action on development activities and to uplift social, cultural wellbeing of the plantation community in line with other government ministries.

According to the cabinet meeting held on 2016.03.30, a decision was made to set up a task force to draft the act. In order to accomplish this task, 7 high profile representatives have been nominated to the taskforce from governmental bodies namely secretary to the Ministry of National Policies and Economic Affairs, secretary to Ministry of Ports and Shipping, secretary to Ministry of Hill country New Villages, Infrastructure and community Development, Secretary to the Ministry of Plantation Industries, Advisor to the Hon. Minister of Hill country New villages, Infrastructure and Community Development (Convener) together with each representative from private and civil society organizations. Behalf of civil society organizations, Mr. P. Muthulingam; executive director of ISD has been selected to the task force.

The purpose of forming this task force is to review the mandate of Plantation Human Development Trust (PHDT) and its institutional setup to avoid possible duplication of functions and responsibilities. The first meeting of the task force will be held under the chairmanship of Mr. M.I.M Rafeek, Secretary to the Ministry of National Policies and Economic Affairs on 26th April 2016.
